Lock domain name so it can't be changed

Is there anyway to lock thr domain name in Windows XP so
even an admin would not be able to change it?

No, why would you not want one of your trusted administrators to have the
level of permission that they require to fix things when they are
catastrophically broken?
If you do not trust your administrators then they should not be
administrators.
