Try this. It is for Win98 SE. Not sure about your O.S.

Go to C:\WINDOWS\Temporary Internet Files > d.c. the folder > Edit >
Invert Selection > File > Delete.

In XP it is %USERPROFILE%\Favorites

i.e. C:\Documents and Settings\user name\Favorites\

You can change the value of Favorites in the Registry in these
two keys: (if you know what you are doing)

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Shell
Folders

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\User
Shell Folders

As others said. In addition, the GUI provides an option to move the TIF
folder. Follow these steps:

Save and close all running applications
Create a folder in the destination drive (say E:\TIF)
Click Start, Run and type CONTROL INETCPL.CPL
In the Temporary Internet Files section, click Settings
Click Move Folder button and browse to the target folder
Click OK
Click Yes, when you see the prompt

"Windows will log you off to finish moving Temporary Internet Files. Do you
want to continue ?"

Windows will now copy all the Cookies, temporary internet files to the
destination folder and log you off. Log back in for the changes to take
effect.

If you need to relocate the TIF for a number of systems, alter the User
shell Folders path for TIF, and automate using REG.

Hmmm... perhaps I should read more carefully.
A mix up on my part between Favorites and TIF.
Sorry about that.
