localhost in XP Pro

I would like to get rid of a server. Is it possible to use
the version of IIS in WinXP Pro as you would with a Win2K
server? Assume a static IP on a cable 364/364 DSL
connection with a domain name. I can reach it with MSIE to
display a website, but have been unable to upload
new/changed files to it using FrontPage, Dreamweaver MX or
FTP. I can connect using the IP address or domain name,
but get password or permission denied errors. Permissions
are set the same as my server. I am not using this as a
regular website, but just for development purposes, and
would like to be able to upload files from more than one
location and then move it to a regular hosting company
when finished as I am doing now with the server.
