Local Users and Groups

On a pc running Win XP Home when I go to "Manage Computer" it does not
display the "Local Users and Groups". Does anyone know how I can get these to
show so that I can add users to a group?

Boot up in Safe Mode and log on as the administrator.
 
Won't make any difference, the local users and group snapin (lusrmgr.msc) is
only available in WinXP Pro, not Home.

thanks for the info - I only have knowledge of Pro!
