"Local Settings" defrag clutter

I'm running DEFRAG on my C: drive, and I've got most of the junk cleared out. However, the defrag report lists some files that could NOT be defragmented

Specifically, there are over 7,000 "fragments" (almost 3 gig) listed in

\Documents and Settings\MyName\Local Settings\Applications Data\Identities (followed by a ton of letters & numbers

What are these files? Are they necessary? And if not, how can I access them for deletion? I can't find a "Local Settings" folder under MyName

WAIT! I found the "show hidden folders" option, and I think I've found the culprit that's chewing into my C: drive

Under Local Settings/Application Data/Identities, there are 2 folders named with a series of numbers and letters. If I dig into the largest one, I eventually see my Outlook Express inboxes listed as DBX files. My SENT ITEMS DBX file alone is 2 gig.

Is this a critical file? Is there a way to get this 2 gig of HD space back

Open the file with notepad, or wordpad if it's too big. Click your curson inside the file and then use ctrl + a to select the entire file (it will highlight)
Pull down the Edit menu and choose Clear, then File > Save. The dbx file itself is needed by outlook, but the information can be deleted. It will soon b
replaced by newer information. Rinse, Repeat

I guess the file is too big. When I attempt to open it in Word Pad, the program loads some text jibberish, then it locks up, and I have to end it with Task Manager

Any other way to purge this file
