Local Security settings

I have windows XP standard but in administrative tools I
do not have the "local security settings" option. I
believe this enables me to change program access rights
set password criteria.
how do I access this.

There is no XP Standard. There are XP Home and XP Pro. XP Home does not
have this option.

For XP Pro, these features are in the Group Policy Editor (Start, Run and
enter GPEDIT.MSC).
