Local Mandatory User Profiles?

do you know of any way to assign mandatory profiles to
user accounts on workgroup (not domain-joined) machines?

The method describes copying an existing profile into place. Can
similar tactics be used to preset the .Default profile from which new
accounts are created? I want all new accounts to inherit these:
- smaller IE cache size
- alternate locations for user shell folders
- show all files, show .ext, show full paths
- classic UI, Explorer and IE search, etc.
