When I look into the Windows folder,there is about 10 rows of Uninstall
folders.Are these necessary or can they be safely deleted?

If you want to keep all your updates then delete those folders.

Those folders are needed to uninstall the respective updates. The KB
number on each folder corresponds to the knowledge base article that
describes that update. If the system is running well since you did the
update - I usually wait a month until the next round of updates - then
you could delete them if you want. Or you can burn them to CD in case
you might want to uninstall in the future. If you delete them you can
also delete the small .log file for each one in that same windows
directory and the entry for that update in Add/Remove programs. Detlev
gave you a link to a tool to help automate the deletion of these folders
and their entries in Add/Remove programs.
