Loading upgrade to windows XP Home Edition

When installation began I received 3 errors:

error:
sxs.dll: Syntax error in manifest or policy
file "c:\$win_nt$.~LS\I386\asms\6000\msft\vcrtl\vcrtl.man"
on line 11

error:
Installation Failed C:\$win_nt$.~LS\I386\asms Error
message: A component file does not match the verification
information present in the components manifest.

Fatal Error:
One of the components that windows neess to continue setup
could not be installed.
A component's files does not match the verification
information present in the components manifest.

I am trying to update to Windows XP Home Edtion from
Windows 98 SE.
Need suggestions

Examine the Windows XP CD and make sure it is absolutely "pristine clean"
with no scratches, fingerprints or smudges. Use a mild non-ammonia based
household cleaning solution and a soft cloth to clean it. Make sure you only
use the original Windows XP Pro installation CD with the holographic design
and not a burned copy.
