I believe he means like Knoppix and the Ubuntu live CD, which is a bootable optical
disc from which that operating system runs, with nothing installed to a hard drive.

AFAIK the answer is no.
 
For XP there is a sort-of-live CD called PE, but that is available only to
professional IT folks.

However, you can make something similar using Bart's PE builder. It takes
some time to make the CD, but it will boot a PC into a desktop version of
XP, from which it is easy to fix some things. Note that Bart's is not
intended to run programs, only to fix XP. It is not a replacement for XP
installed on the hard drive, plus MS Office, etc.

If you would settle for a non-XP-based live CD (or DVD), I recommend
KNOPPIX, which includes both operating system (LINUX) and user programs. It
could be used as a replacement for XP, MS Office, Internet Explorer, etc,
etc.

time....they are not actual Windows Live CDs inasmuch as you cannot run Windows,
install programs, etc, with them; which appears to be what the OP is asking, AFAICS.
My understanding of "Live CD" is one such as Knoppix, which actually runs a
full-fledged OS from the disc along with the ability to run other programs and
office suites, web browsers, and so forth.

From a slightly looser interpretation of "live CD", you are correct....as long as
you consider a live CD to be anything that will boot on its own and provide *at
least* troubleshooting and rescue capability.
