List of favourites

Why can't Microsoft arrange an index for a List of favourite urls so that
the most frequently used are always at the top?

Shouldn't be too difficult I would have thought.

named first (or whatever)
I put them all in there

If you view your browser history there is an option to display by most visited.

"Enable Personalized Favorites Menu" is the closest option that I can think of.
