LISCENSE ERROR Different Code

Hello, I need some help. Every instance of installing any
type of program. I am receiveing this. {{{ A License
error has occurred. Please restart your system to
initialize the license management system. If this problem
continues, contact your system administrator , or
authroized dealer. ERROR 19.1.93 }}}}
I have restarted my computer numerous times, without and
different results. I continue to receive this error
message. Could anybody please help me with this issue..
