I can't open http// links in outlook. How do I fix?

I can't open a lot of pictures in outlook. They look like a X in a box.
When I click on x it still does not open.

This worked before but something must have got changed somehow. Can someone
tell me how to set.

what happens when you try to open http links?

They say blocked:: http://www.slipstick.com/mail1/blocked.htm
An error message says there are restrictions, see your admin:
