Links blocked in outlook2003

when I click on links in a message in outlook I get the message
"This operation has been cancelled due to restrictions in effect on this
computer. Please contact your system administrator.
What shall i do to enable the links. Many thanks in advance

Tools, options, Security, Change download settings button, uncheck Do not
download.....etc.
 
thanks Mary, but it did not solve the problem
Your answer refers to automaic downloading - my questions refers to clicking
a link which than is blocked. Seems it has something to do with a Group
policy or a default security settings
