Linking to an Accwss 97 .dat from Access 2000

I have an Access 2000 database which I am trying to connect to call
recording software that uses an Access 97 .dat file to hold information on
calls. The developers (who have both 97 and 2k on their machines) can create
a linked table out of the .dat into 2000 but I cannot. What can I do to
remedy this situation?
