Due to a system breakdown, I reinstalled the XP O/S from the CD. The
previous Programs folder is intact with all its contents, but the new Start
menu does not carry links to any of the existing programs. Can the existing
Program Installations continue to be used?

For this to happen correctly you will need to re-install those programs
again into their already existing locations.
The reason being that the registry has absolutely no knowledge of them.
Anything those programs rely on that could be found in the registry is gone.
In very exceptional cases you might have a little utility or app that still
uses .ini files instead of the registry.
In those rare circumstances, just re-creating a shortcut to the executable
will regain usable access to it.
But these days, those type of programs are few and far between.
