Lines appearing on Screen

The last few days I have noticed lines appearing around icons, on website
buttons, and around the mouse pointer. It also puts black and green lines in
videos when played. I have searched all over and can't find an explanation
for this.

Video card failing?
 
Or monitor failing. Try the monitor on a different computer to see if it has
the same behavior. If so - failing monitor.

If not, try a different monitor on your system to see if the behavior is the
same. If so - failing video card.

Try removing and reseating the video card and unplugging and replugging the
monitor cable. If there is no change you probably need a new video card.
