Limiting number of lines of unprotected text in a document

I have created a file with 3 sections. The first has a section break
(continuous) and I protected the first section. The second section is
unprotected and I want to limit the number of lines within this section. The
second section has a section break (next page) and the third section is
protected. I do not want the other members of our staff to be able to extend
the second section beyond the 10 lines I have in the unprotected section. Is
there any way to do this?

I need to leave a section unprotected so that 10 regional and 68 state and/or
local offices can add customized contact information or messages, but need to
limit it to 10 lines only.--

I still don't see why a text form field in a table cell with Exact row
height wouldn't serve your purpose.

Thanks. As a graphic designer, my knowledge of Word is limited. How do I go
about creating a text form field in a table cell with exact row height? Is it
something that can easily be explained or . . .?--

Four steps:

1. Insert a table. (For simplicity I'll assume it's one row by one
column, but it could be more.)

2. On the Table menu, select AutoFit > Fixed Column Width.

3. On the Table menu, select Table Properties. Click the Row tab.
Check the "Specify height" box, enter 140pt in the middle box, and set
the right-hand dropdown to Exactly. (This assumes you're using 12 pt
text, for which 10 lines occupies 140 points. For other sizes, adjust
as needed.)

4. With the cursor in the cell, click the Text Form Field button on
the Forms toolbar. Protect the template.
