I've also noticed that just about any other microsoft utility won't
run either on a limited account anymore. I've tried to look at My
Documents, use Windows Explorer, and other utilities and none work.
The hourglass appears for 10 seconds then disappears. If I look at
task manager, I see IExplorer for 30 seconds or so then it disappears
(after clicking on Internet Explorer). I'm guessing a hotfix has
caused this problem. If anyone has any ideas (outside of giving
everyone admin privileges), I would be very grateful!

You might want to check for a problem browser helper object. I use
Windows XP Professional using one administrator account and two
limited user accounts (LUA). The LUA have been unable to run Internet
Explorer 6 (IE6), but can run Netscape 7.1. Although the LUA can reach
a web site, they can only reach top level sites. For example, they can
reach
http://www.yahoo.com, but they cannot reach
http://www.yahoo.com/r/ml . Whenever they click on a link on the top
level web page, absolutely nothing happens. No info is being sent.
I saw a posting in which Microsoft noted a similar problem when
certain browser helper objects (BHO) are installed on your computer.
The BHO tries to modify certain system files and Windows Registry
entries that require administrative credentials to access. As a
result, when the BHO cannot access these files and registry entries,
Internet Explorer stops abruptly.
I have three BHO on my computer, one for the Adobe Acrobat reader,
one for Norton Antivirus and one for Star Downloader (SDIEInt.dll).
When I disabled all three BHO, the LUA could run IE6. When only the
Star Downloader BHO was disabled, everything still ran fine, but when
I enabled the Star Downloader BHO, the LUA couldn't run IE6.
The simplest way to disable an unwanted BHO is to go to
http://www.definitivesolutions.com/ and download the free 127 kb
BHODemon 1.0 that lets you monitor and disable "Browser Helper
Objects". In my case, I can still use Star Downloader the way I always
have, even though its BHO has been disabled.
