Limited Account Program Access

I'm running XP Home Edition w/NTFS set up. When people
log in under a Limited Account programs loaded into
C:\Program Files\ will not run. Using Windows Explorer
you can see the files. From an Administrator Acct you
can run all programs. Do Programs that need to be
available to all users need to be loaded in a different
directory location? Thanks.
 
Some poorly written applications require that you be an administrator
because they try to write to files and registry entries all over the place.

Thanks. But the programs I'm trying to run are
Quicken 2001 and PrintMaster11. Seems like they should
work. Q 2001 is not specifically for XP, but is
compatible for Windows 2000. Should I try setting Q 2001
to run in 2000?
