Limit users to Internet access only

I have set up a family PC and I want to restrict my children to using
the Internet and accessing the programs that I have already installed.
I don't want them to install any new programs. How do I do this?

Set the rules. Dont let the kids play on the Internet if they do NOT
follow the rules.
 
I was hoping that I could simply make them limited users - doesn't that
prevent them installing software? But I've heard that it also stops
them accessing the Internet (unless an administrator is simultaneoulsy
logged on). Is that true? Is there any way of using limited accounts to
achieve what I want?
 
Set them up as limited users, do not give the Admin password and you will
automatically limit quite a number of risks.

It should not stop anyone using the internet.

This may cause a problem with some software that doesn't understand about
user privileges, the only way to find out really is to try it.

There are 100's of programs out there, ranging from excellent to
terrible. Quite a few of the smaller companies offer better quality
products than the bigger well know ones such as NetNanny. I've
researched into them and the best one that i found (based on user
friendliness, amount and quality of features, lack of glitches, and
value for money) is called CyberSieve at softforyou.com. As a software
researcher this is the one id recommend
