Limit the power of another account

i am administrator. I create another account for someone else.
Now i want to limit its power. Could someone tell how to assign a few
specify programs to the account's. Those who logon by that account can only
run the appointed programs that i allow them to run, but not all the
programs.

File & Folder Permissions.
Editing their start menu and the all users start menu.
Make sure they are just "users" and not anything higher.
 
Thank you! but, if browsing the partition c: or d:, finding the program
file, they can also run it...

Which is why you limit the file & folder permissions.. Then they cannot find
it because you have denied them rights.. eh?
