Limit Menu Items on All Programs to Only Certain Users W2K Pro

At work, I installed psychological software on a PC.
Both programs display on the W2K Pro All Programs Menu.
How can I limit these programs to only certain users?

How do I remove psyc program entries from the All Program Menu?
Then I can add program short cuts to the chosen users Desktop.

How else can I limit access to these programs?

All suggestions to fix this are welcome.

Remove the shortcuts from;
%ALLUSERSPROFILE%\Start Menu\Programs

and place them in (one for each user);
%USERPROFILE%\Start Menu\Programs

Can I limit access to the directory or executable?

Assuming the drive is NTFS you can set access level permissions.
