I wanted to load only Win98 in new machines. As Win98 is
not available for purchase, Can I buy WinXP but load Win98
so that I satisfy the licensing policy. I already have
Win98 CDs.

No, you cannot use a Windows XP license with Windows 98.

Unfortuanly only Select, Open, Academic, and Volume licensing *not* OEM
or retail contain the right to downgrade. Seems a shame with the number
of sub 500 mhz PC's where WinME is "fussy" and WinXP is really not
applicable or an option Win98SE is usually the best option in these cases.

You may want to contact small / medium sized PC builders in your area,
they may have/be able to get licenses.

Win98SE is available for a very reasonable price on ebay.
Just do a search for Windows 98. These are legal copies of
the software.
