License Question

I purchased FrontPage 2002 from a retailer and created a basic website for my organization. I would like to know if another user can legally load the software on their computer so they can also update the website periodically. The EULA is not specific about retail purchases, just purchases from the hardware manufacturer. We would never use the software at the same time. This seems like such a basic question, but I have not been able to find a simple answer.
 
The simple answer is no. Anyone who installs FrontPage on their computer
must have a purchased license for it.

Are you for real? Should they be able to load Windows too? Think about this
logically.

Loading Windows is limited to 1 machine per license, loading
Office is limited to 2 machines used by the same person, and
used non-concurrently.
 
....with one of those machines being a laptop.

Educational versions of Windows programs are very very very cheap

They are inexpensive provided you qualify. You can't just say "I'm a
teacher", you must prove it. That is if you are buying a legitimate copy.
