So what I want to do is install XP home on a machine, preconfigure it,
install all the critical updates (which requires XP Key Validation), and
reseal the system for later deployment.

I'm in the partner program, and subscribed to the action pack which gives me
10 XP Pro Licenses to do whatever with, however I need an XP Home key I can
validate temporarily to get the updates for XP Home.

What is the solution to this?

You'll need to purchase a copy of Windows XP Home Edition.

Your Action Pack Subscription does not provide you the ability to install
WinXP (anything) on a system you are going to resell. You will need to order
a copy of WinXP Home OEM from an authorized distributor. Install then run
the sysprep util.

Action pack is for in-house testing/use only by the subscriber.

Make sure you affix the OEM license sticker somewhere on the system you are
selling and also make sure you provide the end user the hologram cd that
came with the license.

Now, included in your action pack kit is an OEM version of Windows XP Home
that you can use to create an installation image but you will still need to
use the OEM license install key code you purchase seperately from an
authorized distributor.
