License error on ActiveX MSFlexGrid

I receive this message when I try to place the MSFlexGrid
control on a form:

"you don't have the license required to use this activex
control"

I can see the msflxgrd.ocx is registered. Any Idea's on
what is missing. More infor I'm using Access XP(2002) is
what is says in the Help About...

Hi Jay,

you probably have a run-time version of the MSFlexGrid
installed on your PC that has been installed by another
program. You need a design-time version of the control to
be able to work with it - available if you buy a Microsoft
developer product.
