Licence question

Hi,
I have a Dell machine with XP Pro licence. I am selling this machine in
parts, and so the licence will not be used.

Firstly, can I use this licence on a machine I have built ? And if not, why
not ?

Also, are Dell's copies of XP 'locked' to specific hardware ?

No. Type eula.txt in Start Run to see the conditions you agreed to. You recieved around a 66% discount for those conditions.
 
I have a Dell Inspiron and it came with a "Dell" copy of XP and my friend has
98 and he put a wireless net and it would not work. So I installed on a
compaq so it should work.

Your Windows XP is OEM.
Normally OEM is permanently tied to the original computer and can not
be transferred regardless the condition of the original computer.

From what you describe, you will be left with a coaster.
As a coaster it is extremely low quality partly because of the hole in
the center.

Based upon your description, you have an OEM license for WinXP. An
OEM version must be sold with a piece of hardware (normally a
motherboard or hard rive, if not an entire PC) and is _permanently_
bound to the first PC on which it's installed. An OEM license, once
installed, is not legally transferable to another computer under _any_
circumstances.
