Letters with different accent marks

How can I allow a user to conduct a search in country name fields regardless
to accent marks or hyphens? example: E, È, É, Ê, or Ë and (Rose-Ann or Rose
Ann).

I don't see any way to do that.
In Access, "a" = "A" as long as CaseSensitive is OFF, but as far as I know,
it only applies to the 52 (Upper/Lower) alphabet characters.
"E" and "É" have no Ascii relationship, or logic, to hang code on.
