Let Outlook rules run automatically for the Junk E-mail folder

I get junk email and sometimes legitimate email in the Junk E-mail folder. I
can make rules for deleting the junk that make it easier to see the mail I
want. Is there a way to have rules apply to the Junk E-mail folder also
instead of having to manually run rules?

Rules can be exercised manually against any selected folder. Rules are
exercised automatically only against items in the Inbox. So define rules to
exclude items that would otherwise get junked by placing those "whitelist"
rules before the junk rule (I don't use OL2003 but in OL2002 I can
reposition the junk rule in the rules list, and figure the same is true for
OL2003).
