Legal or not legal XP

A friend bought a used computer from a vendor. It has a licensed copy of XP
on it and when I try to check the ownership, it comes up as new user. Is
this a legal copy of XP?
Now the next question. The 60 GB harddrive shows 23.8 GB being used.
Obviously this hard drive has not been reformatted and apparently something
still on the hard drive is conflicting with the new programs my friend. If I
reformat the drive can I still use the original copy of XP? We do have the
license number and then do I need to reregister this copy with microsoft?
The program that is causing the conflict is ICUII. It is a video
conferencing program.
