Are these related to PDF encryption?

Are there any plans to hook them up?

They are hooked up in the version I am working on but I just have not had
time to test them fully yet. Further, I am trying to understand Digital
Signatures for the first time as this feature is now supported in DynaPDF.

Would this new version allow me to prevent the recipient of a PDF from
editing the document with, say, Acrobat?

Yes. There are several levels of security including the ability to edit,
copy and paste etc.
