Lastgood directory?

I have two subdirectories in my C:\Windows directory named LastGood and
LastGood.Tmp. Are these associated with System Restore? And since I no
longer use System Restore, is it safe to delete them in order to free up
about 170mb? (Running XP Pro). Thanks!

Last good is also usrd in safe mode"start using last

No.
That is something else that can help you if you are unable to boot.
If you reboot tapping F8 each second, a menu comes up.
One of the options is "Last Known good configuration", that is the
purpose of that data.
Leave it alone, you may eventually need and anyways it is continually
updated.
