Larger HD - migration

I want to transfer the contents of my 20Gb FAT32 HD running W2K PRO SP4 in a
single partition to a new larger HD. What is the easiest way to do this ?

I tried copying everything using XXCOPY but in-use files are not copied.

A utility is often supplied with your new hd to accomplish this.
The hd manu may also have a download on their site.
Otherwise you have to use a third party tool, eg Ghost, True Image etc.
Although might be an opportunity to do a clean install of win2K

xcopy won't copy the registry properly.
Aside from the programs mentioned above, Partition Magic 8 can copy
partitions. After copying, boot from the new copy, and run Partition
Magic to resize the partition to use all of the big disk.
