I have a need to regularly communicate (one way communication) with between
70-90 people (probably weekly). Is the best way to go to create a group with
all these addresses in it? Any other suggestions, or cautions? I recall
several years ago I used a program called "Group mail", but if it can be
done with WM, or eventually WLM, so much the better.

Yes, you can create a group of contacts to be used like a mailing list.
For more on this, see the tutorial:

WLM is a little more flexible, since it allows you to edit the recipients in
a group "on the fly", while WM's groups are "all or nothing".

Be aware that most mail providers have strict limits on how many emails
you can send in a given period of time. Each addressee counts as an email.
