laptop problem

hello all, I have a baffling problem with somebody's laptop that they
asked me to fix. It is an HP laptop, a somehwhat older model. When the
power is turned on, the laptop comes on for literally 1 second then
shuts off, turns itself back on for another second then shuts off, and
again for about 3 or 4 times. You only have to press the button once
for it to go through this sequence, then finally after about 4 or 5
times of these "rapid reboots" it will stay on but nothing appears on
the screen.

My guess is it could be one of two things...
1. the power supply is shot
2. the bios is erased (perhaps a bad bios flash??)
The story behind it is somebody had stolen it (fully working), then the
cops found it, and this is the condition of which the cops returned it
in.

any comments or recommendations would be awsome, again nothing comes
up, and the reboot time happens about 3 or 4 times and there is not
enough time for anything to register such as bios or a system check.
 
Geez. That's a problem, all right.

It might be a virus, it might be hardware-related.

If you can't even boot to BIOS, then look at hardware solutions.
