Language Versions versus Changing Locale Setting

Can anyone please tell me what functional difference there is between using a
specific language version of WinXP and just using an English version and
changing the locale.

Is everything the same apart from the language, or would there be other
differences?

Sure, but I was refering to English, as in US/UK/NZ/Aus etc different
countries same language version of win
