Language support problem

Using WinXP Home SP2 and OE6. A friend has sent me an e-mail message
in Hebrew but all I see is question marks (?). I thought that WinXP
and OE6 automatically display messages in the correct language.
What/wher/how do I need to change to be able to read it.
Please help, thanks.
 
I installed language support and I can see hebrew characters in
notepad. I changed the view>encoding in OE to Hebrew but nothing seems
to work.
