Language settings

During the school year, I had an International English
language setting where I could press (') then a vowel to
create an accented vowel. Since then I have reinstalled
windows and cannot figure out how I changed that setting.
I know I could use other language settings such as Spanish
or French to do the same, but I would like to stay in the
English realm.
Does anybody know how to change the input setting to
specifically that?

This can be turned on in Control Panel | Regional and Language Options | Languages | Details | Settings.



Personally, I don't like to use this setting because it makes other commonly-used characters harder to enter. I prefer to use a little freeware background program called Allchars, which you can get at http://allchars.zwolnet.com/
