Language settings are not applied to newly creted user accounts

Hi,

I'm handling Windows XP machines in a domain. The problem is, when a user
logs on to for the first time, input language is not installed for the new
user. The files are installed for all the users. Is there a way to make an
input language installed by default when a user logs on to a machine?
