language input problems

I'm having problems
with input of russian characters on webpages.
What's strange is that when i try to enter
cyrillic characters in the address bar, there is no problems
byt anywhere else - i.e. forms, chat windows, basically
anywhere but in the address bar the characters come out
as numbers or capital lating letters

I only have two languages installed on the system, english
and russian.

running xp with serice pack 1 and all the latest updates.

If you can advise me on how to solve the problem, i'd be
extremely grateful.
