Language display problem with Asian Site

Help!!! I have setup the IE explorer to do auto select on the encoding option under the VIEW tab. The problem I am facing is that when i go to a site in Hong Kong or Taiwan I am getting unreadable character. I am just lost on what else i am suppose to do.

Regional and Language Support for User Accounts

For installing japanese and oriental languages
1) Start > Control Panel > Regional and Language Options > Languages,
Supplemental Language Support > Install files for East Asian
Languages.

2) Start > Control Panel > Regional and Language Options > Languages >
Details >
Default Input Language.
