Language change

please, i have a client who has Windows xp home in
Italian and would like to change the language to English.
is there a microsoft tool for this?

One cannot "change" from one language version of Windows to
another language version. You'll need to purchase a "full version"
of Windows XP English and then perform a "clean install".
