Is it possible to change language from english to french
on a english win2000 installed system?

You purchase the language version you wish to install. If you want
French you must buy a French version.

You cannot upgrade or convert from one language version of the OS
to another, so you'll have to purchase and use the full version of
French Win2K to perform a clean installation.
