I'm about to deploy a quantity of Windows XP laptops, with a set no. of users
on each, and what to know if there is any way of disabling the Language Bar
that appears on the Taskbar when the user first logs on?

I've been looking thru the Local Computer Policy and can't see a GPO for
this anywhere.

I don't want to have to go in to each user on each laptop and close the
Language Toolbar on each one!

Create a default profile with it off.
Then everyone who logs in (the first time) will get that default profile -
which you setup as you wanted - down to how the desktop looks at feels.
Then the user will (of course) customize on their own.

How to create a custom default user profile
