Language Bar will not go away

Hi All,

I close my language bar, restart the computer and it is back. How can I
permanently disable it.

Go to the control Panel
Select Regional and Language option icon
Select the languages tab
pick the details button
pick the language bar button
remove the check from "Show Language bar on the Desktop"

I hate that thing too.
