LAN adapter slow to initialized

I have a VIA motherboard with "VIA Rhine II Fast Ethernet Adapter". The
problem I am facing is that this network adapter too a long time to
initialize. Everytime I boot up, my application in the startup folder has
already started but my network adapter is not yet ready. This causes my
application to report "No network available".

Is there any setting in XP to speed up network initialization or to tell my
application to wait till all hardware is ready before it launch in the
startup folder.

If the machine is XP Professional you can use the Group Policy Editor
(goedit.msc) to force the machine to wait for the network before displaying a
login prompt. You'll find the policy in Computer Configuration -->
Administrative Templates --> System --> Logon

Set the policy that says "Always wait for the network at computer startup
and logon".
