What is the best way to protect my computer (Windows XP Home) when the kid
is online? I just went through a nightmare with the virtual bouncer crap.
Had to do a total reinstall. Is there software that would allow cookies, yet
disallow spyware and other nonsense? I have Norton System Works. I created a
"limited" account for the kid. If by chance something does get downloaded,
would it be isolated to the kids account? Maybe I could delete the account
and create new one?

What else can/should I do?

You avoid spywear by not installing it. Someone choose to install it, usually as part of another (free) program.

Damage in limited accounts is limited to that account.
 
They will not be able to install any programs<<
Does that include spyware?
Is that in the class of programs? Or scripts?

Create an account for each child, in Windows XP, as
a "user", not an administrator. They will not be able to
install any programs. Control panel > users.

Maybe monitor your kids?

I have two friends with children. The only computer the kids can get
into is in the living room, where mom and dad in both families can see
what their kids are up to.

That's one of the best "one-liners" from the cheap seats. No one can watch a
10 year old child close enough to guarantee they won't click OK in some big
flashy legit-looking dialog box.

They now telling you to click that yellow bar to install it. Spyware
authors are now aware of xp sp2.
