Keys @ and " are mixed up

The two keys " and @ are mixed up.
I have tried to solve this by setting the language (control panel > regional
settings > language) to English UK.
It did not help.
Has anyone an idea what to do?

What exactly do you see in Regional and Language Options > Languages >
Details? Can you post a screenshot of it somewhere, or describe it?

Is your hash sign (#) on Shift-3, where your pound sign should be?
