I was wondering if anyone knew if it was possible to configure Windows so
that it does not require a mouse and keyboard to be plugged in and if so, how
would this be done?

Cheers

Yep.

Replace the mouse or keyboard with other devices
[[Serial Keys is designed for people who have difficulty using the
computer's standard keyboard or mouse. Serial Keys provides support so that
alternative input devices, such as single switch or puff and sip devices,
can be plugged into the computer's serial port.]]
To change Serial Keys options

You can run without a key board and have a graphics pad or voice commander
to replace keyboard and mouse. In my experience they have to be configured
with a keyboard first so one probably needs to be available. This would
apply to the serial keys option mentioned by Wesley and you need also to
check that your computer can be set to boot with out a keyboard. Many can,
but some older bios will halt the boot process if the keyboard is not
present.
